No. Nothing is charged when you book. I confirm your date back to you first, and payment happens once the work is delivered.

Most places, but not all. Some properties sit near airports or in controlled airspace that needs FAA authorisation first. I check that before your shoot, and if a flight can’t be approved you are not charged.
